Black and Latino youth are significantly overrepresented in the juvenile justice system. In San Diego County, Black youth are incarcerated at 13 times the rate of white youth. These disparities demand systemic change.

A new issue brief, “Pathways to Equity: An Innovative Approach to Juvenile Justice Reform,” developed by SPI Juvenile Justice intern Jessica Laing and Program Manager Yvonne Epps, urges a shift from punitive approaches toward community-based, developmentally appropriate solutions grounded in healing, opportunity, and community support.

Drawing on inspiration from wellness-centered approaches, the brief outlines a model that emphasizes supportive relationships, safe environments, youth engagement, and emotional well-being. This HOPE-inspired perspective offers actionable strategies such as mentoring, restorative practices, family involvement, and mental health services to help young people involved in the juvenile justice system thrive.

This brief offers a path forward—one that prioritizes healing, equity, and opportunity for all youth.
