Despite projected budget shortfalls, a Scan Foundation analysis concluded that the budget proposal did not call for significant cuts to health and social service programs serving older adults. Notable exceptions include the temporary elimination of the Accessory Development Unit (ADU) program and the absence of new funding for affordable housing development. Nevertheless, the proposed budget does include some new programs that will impact the most vulnerable older adult populations- especially those at risk of homelessness- such as the CalAIM Transitional Rent Waiver, which would provide up to six months of rent or temporary housing for individuals transitioning out of institutional care. The proposed budget will now move forward to the Senate and House, with subcommittee hearings from March through May.
